最初の発見者が誰かは不明ですが、のすけさん（@konosuke）のツイートにより、この盛り上がりが生まれたことは確かのようです。
TwitterのJSのソース見るとkonami_watcherとかいうのがあるな・・・。38,38,40,40,37,39,37,39,66,65 って、上上下下左右左右BA？何に使われてるんだろう・・・。
のすけ (@konosuke) 2014, 6月 22それによると、TwitterのJS（JavaScript）ソースに「konami_watcher」なる表記があるとのこと。実際に見てると、確かにその表記が見つかりました。

ここに書かれている「38,38,40,40,37,39,37,39,66,65」は、キーコードとなっており、16進で「上,上,下,下,左,右,左,右,B,A」という意味。つまり、「コナミコマンド」という訳です。誰が何のために実装したかは不明ですが、PC版のタイムライン上でこれを入力(方向は矢印キーで)すると、Twitterのマークがが一回転するという謎のギミックが発動。たいして意味はないようですが、なかなか面白い発見です。
なお、Twitter以外に物件検索アプリ「SUUMO」でも、「コナミコマンド」である事が起きますので、まだまだ「コナミコマンド」が実装されているサービスは潜んでいそうです。
